The world’s largest green hydrogen facility in Saudi Arabia has reached 80% completion, with first green ammonia production expected in 2027.

Green hydrogen project in NEOM reaches 80% completion
The largest green hydrogen plant in the world is moving closer to operation. NEOM Green Hydrogen Company (NGHC), a joint venture between ACWA Power, Air Products and NEOM, has announced that construction of its mega-project at Oxagon in the NEOM region of Saudi Arabia is now 80% complete.
The milestone covers all major components: the green hydrogen production facility, the wind farm, the photovoltaic plant and the transmission network. Key elements already installed include wind turbines, hydrogen storage tanks, electrolyzers, cold boxes and pipelines.
The entire complex, spanning more than 300 square kilometers, will be powered by 4 GW of renewable energy capacity. Generation sites are expected to be completed by mid-2026, while the first shipment of green ammonia is scheduled for 2027.
Green hydrogen to decarbonize transport and industry
The project aims to produce up to 600 tonnes per day of green hydrogen in the form of green ammonia, targeting global transport and industrial markets as a low-emission solution.
While the underlying technologies are proven, integration at this scale is unprecedented. Ammonia will serve as a carrier to enable efficient hydrogen transport worldwide.
The facility is expected to avoid approximately five million tonnes of CO₂ emissions annually, supporting the global energy transition. NGHC has signed a 30-year exclusive offtake agreement with Air Products to market the entire green ammonia output, securing the project’s commercial viability.
Workforce development and industrial diversification
Beyond its industrial scale, the project is also investing in human capital. NGHC is training a specialized Saudi workforce alongside international experts, with recruitment campaigns and partnerships underway with national research institutions and universities.
The initiative aligns closely with Saudi Arabia’s Vision 2030 and the Saudi Green Initiative, positioning the Kingdom as a global leader in green hydrogen and renewable energy deployment.
Financial backing and strategic positioning
The project reached a major financial milestone in May 2023, closing an $8.4 billion financing package, including $6.1 billion in non-recourse loans from 23 national and international financial institutions, among them SIDF and NIF.
The green hydrogen produced will be entirely carbon-free and represents a decisive step in Saudi Arabia’s economic diversification strategy, strengthening its strategic role in the global energy landscape.
